Diesel  engines waste most of the potential thermal power of diesel fuel. It literally goes up in smoke. 

According to the Sandia National Labs in Livermore, CA, today's engines achieve at best 44% thermal efficiency.  Older engines may use as little as 30% of the available thermal power in diesel fuel.   

Scrubbers and traps and other EPA-mandated devices that reduce smoke and other emissions also reduce horsepower.

Is there a way get more power and less soot from diesel fuel?

In April 1998 Josette Billan and Kenneth Harstad, physicists at Cal Tech, published a paper for the NASA Jet Propulsion Labs in Pasadena that recommended fuel ionization as a means to force diesel fuel to burn in a finer spray - releasing more energy and significantly less smoke, soot and other pollutants per ignition stroke.   (Electrostatic Dispersion of Fuel Drops to Reduce Soot.PDF)
